Ply on top of concrete to fix parquet

A mate of mine has got a load of reclaimed pitch pine parquet flooring. He wants to lay it in the lounge and dining area of his new build house. His intention is to first lay sheets of 3/4 WBP ply onto his concrete floor.
What would you recommend to fix the ply to the concrete. I have been told sticking the sheets down with flexible tile adhesive would work, however I am not convinced myself. Not only would the cost of the adhesive be astronomical, but would it hold the ply sufficiently.
I was thinking that you could use self levelling compound on the floor first, then screw the sheets down with maybe some kind of vapour barrier and/or underlay in between.
What would you fellas recommend?

If the floor concrete or screed?
If screed then it should be smooth enough to screw the ply straight to it with screws at 200mm centers
If its concrete then either selflevel and screw or tile adhesive and screw costs won't be a lot different.
Why is the ply required ? you will end up with a finished surface some 40mm above the existing
There should be a DPM in the existing floor so no need for another one.
