No - Main Bonding conductors refers to earthing your incoming gas and water.
Unless you can prove that everything is plastic AFTER the gas meter and the water stop-cock, (inside the house) then you have to fit 10.00mm bonding conductors.
There may be plastic pipework coming into the house, but there definitely isn't any plastic pipe on the market which is suitable for the conveyance of gas around the inside of the house, so it has to be copper. There may be plasic for water but I'll bet that you'll find some copper pipe runs somehwere.
